Jamaica Plain Neighborhood Development Corporation (JPNDC) is proud to announce that the Mildred Hailey Apartments Building 2 project has received Phius Design Certification, marking a significant milestone in the development of high-quality, energy-efficient housing designed to support resident health, comfort, and long-term affordability.
Projects earn Phius Design Certification when their energy models are reviewed and approved by the Phius Certification Staff. This review process ensures the project is designed to hit all targets outlined by Phius’ climate-specific, cost-optimized standards, ensuring exceptional building performance.

This project is an extension of JPNDC’s several decades long partnership with the community at Mildred Haley Apartments. In 2017, JPNDC, The Community Builders, and Urban Edge formed Centre Street Partners to redevelop the Mildred C. Hailey Apartments, which will create 420 new affordable and middle-income units, as well as replace an existing 253 units for current families and residents. Building 2, which will include the demolition and abatement of two existing buildings, will provide 65 income-restricted units and reduce energy burdens, improve indoor environmental quality, and strengthen the surrounding community by integrating high-performance building efforts.
As a Phius Design Certified Project, the Mildred Hailey Apartments Building 2 project is now listed in the Phius Certified Projects Database – the most comprehensive database of passive projects in North America.
“Earning Phius Design Certification is a significant step toward creating a healthy, resilient, comfortable building. Phius projects target the sweet spot where energy savings overlap with cost effectiveness, and this milestone proves the Mildred Hailey Apartments Building 2 project is designed to hit those targets,” said James Ortega, Phius Project Certification Manager.
The project will now undergo third-party quality assurance inspection by a Phius Certified quality assurance professional to confirm the designs were properly implemented and will perform as modeled. Once those results are approved by the Phius Certification Staff, the project will earn Phius Certification.
